U.S. lawmakers ask Trump to facilitate inter-Korean economic projects

In a speech to Pyongyang's rubber-stamp parliament on Friday, Kim said the Hanoi meeting had made him question whether Washington is "genuinely interested" in improving its relations with Pyongyang.

"Our government will do what we can in order to maintain the current momentum for dialogue and help negotiations between the USA and North Korea resume at an early date", said an official at Seoul's presidential Blue House.

Kim Jong-un said the USA must change its attitude to talks by the end of this year if there was to be a third summit with Donald Trump.

Kim said the United States has been refusing to withdraw what the North perceives as "hostile policies" while sticking to "mistaken judgment that we would succumb to maximum pressure". But during a visit to Washington on Thursday, he failed to gain any traction in pushing for a smaller, interim deal between the United States and North Korea to at least make some progress on denuclearisation of the Korean peninsula.

The reshuffle comes at a time of heightened diplomatic activity that has seen Kim Jong Un hold landmark summits with the leaders of the US, China and South Korea. While Mr Kim hailed his relationship with Mr Trump, he also said the U.S. has been making unilateral demands and should abandon that approach.

Kim's self-imposed deadline appears meant to highlight the fact that Pyongyang can still endure the mounting pressure from the biting US -led worldwide sanctions regime, as the U.S.

Kim and Trump have met twice but failed to reach an agreement on lifting the U-S sanctions in exchange for the denuclearization of North Korea.

The North Korean leader's comments suggest he is eager to restart stalled negotiations despite his cryptic threat earlier to explore a "new path" if crippling sanctions remained in place.

Responding to Mr Kim's speech, South Korea repeated its stance of promoting the talks.

Despite the mention a possible third summit with Trump, Kim does not appear willing to wait for long, as he called for Washington's "courageous decision until the end of the year".

"It is our consistent stand that in order to give further momentum to the atmosphere of improving the north-south ties, it is prerequisite to foil the moves of hostile forces against reunification and peace at home and overseas", he said.

The United States had continued to provoke North Korea by testing an anti-ballistic missile system and conducting military drills with South Korea despite Trump's announcement that large-scale exercises would end, he said.

According to the KCNA, Kim dismissed the need for "preoccupation with the summit with the US due to a thirst for the lifting of sanctions".

North Korean officials have traditionally insisted that denuclearization means the USA reducing or eliminating its security commitment to South Korea, including removing nuclear-capable assets from the region.

South Korean analysts believe Choe is being positioned to supervise North Korea's top diplomats since one of his titles is vice chairman of the State Affairs Commission, a position his predecessor did not hold. "The big deal is we have to get rid of the nuclear weapons".

Kim has signed vague statements calling for the "complete denuclearization" of the peninsula in his meetings with Trump and Moon.

In the months since Hanoi, there have been no known follow-up negotiations between Washington and Pyongyang.
