The latest annual report evaluates the practices of roughly 200 countries and territories.

Referring to abuses in China's Xinjiang, head of the State Department's Bureau of Democracy, Human Rights and Labour Michael Kozak said the situation was the worst since the 1930s.

Tehran was also cited for contributing to rights abuses in Syria through its support for President Bashar al-Assad, and, in Yemen, for backing the Huthi rebels battling for control of the country.

The Iranian government previous year killed more than 20 people and illegally arrested thousands for protesting for their rights, he said.

China's State Council, or Cabinet, said the United States was a self-styled "human rights defender", that has a human rights record which is "flawed and lackluster".

Human rights have been a prominent irritant in the U.S.
