The United States has withdrawn all remaining diplomatic personnel from its embassy in Caracas as the crisis in Venezuela deepens. Most countries in Europe and Latin America have followed suit.

Secretary of State Mike Pompeo said the diplomats will continue their "mission from other locations", and said that the situation is only temporary.

China offered today to help Venezuela restore its power grid, after President Nicolas Maduro accused USA counterpart Donald Trump of cyber "sabotage" that plunged the South American country into its worst blackout on record.

Pompeo addressed the Venezuelan people directly in a video tweet, saying the U.S.is eager to provide them desperately needed humanitarian assistance, including food and medicine.

PDVSA called the appointment an attempt to "steal the wealth of the people", while Venezuelan President Nicolas Maduro promised to bring to trial those who would recognize the new appointments.

Power was restored Thursday after a weeklong blackout that Maduro blamed on the United States.

He said it was part of an ongoing strategy to impose visa restrictions "on corrupt individuals who enable Maduro's theft of Venezuela's assets for their own personal gain".
