"We will not, however, comment on the nature of our diplomatic correspondence with the Government of Turkey", reported the cable network, quoting a State Department spokesman.

The report pointed out that the move could potentially increase tensions between the United States and Russian Federation.

"We reserve the right to operate freely in accordance with worldwide laws and norms", he said.

And U.S. surveillance planes and drones regularly skirt Russia's Black Sea coastline, as well as that of Crimea, the Ukrainian peninsula that Moscow annexed in 2014.

The situation came to a head late last month when Russian Federation fired at, damaged and subsequently seized three Ukrainian navy vessels, along with 24 crew members who now face charges of illegal border crossing.

Russian Federation intervened as the Ukrainian ships were relocating from the Black Sea port of Odessa to the port of Mariupol in the Sea of Azov.

As of Monday, ships were allowed to move in both directions through the Kerch Strait separating the Azov and Black Seas, according to Ukrainian Infrastructure Minister Volodymyr Omelyan.

Concerned about an outright invasion by Russia, Ukrainian reserve units have been called up while the president, Petro Poroshenko, declared 30 days of marshal law that will bar Russian males from entering the country. US President Donald Trump made a decision to call off a meeting with Russian President Vladimir Putin during the G-20 summit in Argentina after receiving a report on the Kerch Incident.

Russian Federation has "partially unblocked" Ukraine's ports on the Azov Sea, allowing ship traffic though the Kerch Strait, Ukrainian Minister of Infrastructure Volodymyr Omelyan said Tuesday in a statement posted on the ministry's website. Ukraine also demands the return of the captured navy ships and to compensate for the damage caused.

The last United States ship to enter the Black Sea was the fast transport ship USNS Carson City in October.
