The United States was demanding that the Chinese come up with a clear offer before negotiations on a trade deal could start, while Beijing had been reluctant, seeking talks ahead of making any firm proposals.

Chinese negotiators will arrive in Washington "shortly" with the aim of ironing out an informal deal, Commerce Secretary Wilbur Ross said on Tuesday at a panel event in Washington, though he did not specify an exact time frame for a meeting.

The United States has consistently sought concessions from China on intellectual property and technology, as well as tariffs on imports of USA goods. It was unclear if the response contained concessions that would satisfy Trump's demands for change.
