One Year Out From Hurricane Maria, Full Recovery Still Elusive

Homeland Security personnel delivers supplies to Santa Ana community residents in the aftermath of Hurricane Maria in Guayama Puerto Rico Oct. 5 2017

After more than a quarter-century of teaching, in year 26, she has found her dream job in Lee County.

"Why are there bureaucratic processes here that were addition to those in Florida and Texas?" he asked.

"It's a day of solace".

Maria devastated the USA commonwealth, and Rossello has said the island's government initially underestimated the death toll, putting it at 64. The university study accounted for Puerto Ricans who succumbed to the stifling heat and other aftereffects of the storm and had not been previously counted in official figures. "Bad politics. I love Puerto Rico!".

"This is historic. It's a historic failing", said Carmen Yulin Cruz, speaking on CNN's "Anderson Cooper Full Circle".

Ben Carson, the secretary of the U.S. Department of Housing and Urban Development, was in San Juan to announce President Donald Trump's administration released $1.5 billion to Puerto Rico. The exact toll is unknown.

"We've had some great anecdotal stories coming out of Puerto Rico", Dr. Pruitt said. The initial toll was listed as 64 deaths, but several studies since then have pegged the number as much higher, partly because in the storm's aftermath, ailing island residents were unable to get the medical treatment they needed because of blocked roads or lack of electrical power they needed for surgeries and medical care.

For Carson, the disbursement of HUD funds "paves the way for a speedy, long-term recovery", but he warned that the "path forward is challenging, and will be measured not in months, but rather in years".

In the coastal fishing and farming village of Yabucoa, the strains of one of Puerto Rico's most beloved songs filled the air at 6:15 a.m., the exact moment the storm made landfall there one year ago.

After a commissioned study, the government of the USA island attributed an estimated 2,975 deaths to the Category 4 storm, which also caused an estimated $100 billion in damage, including destroying 75 percent of the island's transmission lines.

The students will head to the island territory this school year.

More than 200,000 people left the island after the storm, mostly to the US mainland, according to government data. The U.S. Army Corps of Engineers installed temporary blue roofs on almost 60,000 homes, and there are still tens of thousands of insurance claims pending. Protests were planned in San Juan and elsewhere, as well as a funeral procession.

They even helped put the furniture together.

While the study also credits the island's lack of emergency protocols as another source of blame for the undercount, it highlights the fact that without communication channels to aid the death certification process across the island, numerous recorded deaths were recorded via word of mouth.

Antonio Torres, one of the organizers of the vigil, said fewer people would've died if the US government had a better response.
