\'Life-Threatening\' Hurricane Florence Now Forecast to Bring \'Catastrophic\' Flooding

Cooper said local governments are typically responsible for issuing evacuation orders in North Carolina, and some localities have already issued orders to evacuate. Residents of Zone A are urged to move to higher ground.

National Hurricane Center Director Ken Graham warned that Florence is expected to linger once onshore, downing trees, knocking out electricity and causing widespread flooding.
