Former deputy prime minister Barnaby Joyce, who resigned from cabinet in February, will become special envoy for drought assistance and recovery.

Bishop's resignation creates more unrest amidst the upheaval of the Liberal National Coalition government, as new Prime Minister Scott Morrison works to patch together a cohesive cabinet from the opprobrium of the Liberal party's civil war last week.

Mr Morrison is the 30th prime minister, and the fifth in five years after Julia Gillard, Kevin Rudd, Tony Abbott and Malcolm Turnbull.

Bishop, the party's deputy leader, reportedly secured just 11 votes out of 85 in the first round - significantly lower than Morrison and the third challenger, Peter Dutton.

The factional truce comes two days after Turnbull announced he would resign and quit Parliament following weeks of destabilising campaigning by the conservative wing of the Liberal Party.

She is understood to have been bitterly disappointed that a group of moderates tactically voted against her.

Former Minister for Law Enforcement and Cyber Security Angus Taylor has been moved to the Energy portfolio, after earlier this month praising the role of DHA and previously saying that he considers the Australian government's approach to cybersecurity "world leading", with no cybersecurity portfolio named by the prime minister on Sunday.

The new foreign minister's big challenge will be navigating a tricky relationship with China, Australia's top trading partner.

"My plan for this country is for an even stronger Australia", he said.

"That's going to be a very significant test for Scott Morrison".
