But he added that a series of "technical notices" would be published over the summer setting out the possible impact of a no deal Brexit on businesses, British expats and European Union citizens in the UK.

He said: 'Article 50 requires, as we negotiate the withdrawal agreement, that there's a future framework for our new relationship going forward, so the two are linked.

"You can't have one side fulfilling its side of the bargain and the other side not, or going slow, or failing to commit on its side", he said.

Britions needn't worry about the prospect of no deal emerging, Raab said, when asked about how that might strand imports at borders, create the need to stockpile food, prevent airplanes from landing, or negate residency rights for Britons overseas or foreigners living in the U.K. While he expects to reach an accord, planning is underway in "every aspect" to make sure the country is prepared if he doesn't, he said.

Speaking in Brussels, Mr Barnier said: "I am not negotiating, of course, on the basis of the White Paper because that's the British paper but we could use many elements of the White Paper".

"That is not a credible scenario".

"We would run out of medicines, we would probably run out of food fairly quickly because the food importations into this country are dependent on being a tariff-free access", he said.

Mr Raab admitted that he was still seeking to gain the support from all his Cabinet colleagues for the Prime Minister's Brexit proposal.

"I think when we get to the autumn, if we are in the situation where we don't have any degree of agreement, we're going to have to start again".

But he said preparations for no deal need to accelerate from the current position of "consult and cajole" to "command and control".

"By the end of the summer it should be plain we are making proper preparations for this", he said.

Two pro-Brexit ministers, Penny Mordaunt, the global development secretary, and Esther McVey, the work and pensions secretary, have yet to back the White Paper publicly, having both objected to the plan before its sign-off.

The Sunday Times leads with a poll that suggests voters are abandoning Mrs May's Government and would back a hard Brexit or right-wing group at an election, with Boris Johnson a preferred leader.
