Russian Federation ‘helpful’ in enforcing sanctions on North Korea - Pompeo

In light of North Korea's apparent success at smuggling fuel, the United States argues in its report that any further scheduled deliveries of fuel by China and Russian Federation should "immediately stop".

"There have been many places, in which Russians have been helpful", Pompeo told journalists after his meeting with the UN Secretary-General Antonio Guterres in NY, when asked about Russia's role in North Korea's denuclearization.

Nonetheless, Pompeo told reporters after meeting behind closed doors with the 15 council members that President Donald Trump "remains upbeat about the prospects for denuclearization" following his historic summit in Singapore with North Korean leader Kim Jong Un.

Pompeo stressed Friday that the 15 Security Council nations "are united on the need for final, fully verified denuclearization of North Korea".

But in what seemed like a warning if talks fell apart, he added, "When sanctions are not enforced, the prospects for the successful denuclearization of North Korea are diminished".

"North Korea gave no response", Rep. Roh Hoe-chan, a South Korean lawmaker and the floor leader of the minor opposition Justice Party, reportedly told Korean reporters in Washington, DC, on Thursday, according to Korean news agency Yonhap.

"The conversations continue. We're working on it".

Mr Pompeo, who held inconclusive talks with North Korea this month, said there was a need to stop other sanctions breaches, including the smuggling of North Korean coal, and to crack down on the presence of North Korean guest workers in some countries.

He claimed combined sanctions from America, Russia, and China will be leveraged against Pyongyang to keep the denuclearization process moving forward.

The move on July 19 by Russian Federation and China came after Washington last week asked a UN Security Council sanctions committee to ban further shipments on the grounds that fuel smuggling has enabled North Korea to already exceed a UN-imposed cap on its fuel imports for the year.

"We don't need any more information", Haley said Friday. "The problem that we are encountering is that some of our friends have decided that they want to go around the rules".

"The path ahead is not easy, it will take time". He also said that the sanctions would remain in place for the time being but promised Pyongyang "big benefits and exciting future" in the end.

On what the USA needs to see happen going forward, Pompeo said, laughing, "It is really pretty straightforward".

Real gross domestic product in North Korea fell by 3.5% past year, the Bank of Korea said in a statement Friday, the largest decline since 1997 when the country suffered a devastating starvation.

Pompeo said "the scope and scale" of denuclearization "is agreed to" and "the North Koreans understand what that means", though he didn't elaborate and sidestepped a question on what the first step should be.
