Facebook hit with penalty and fined £500,000 over Cambridge data row

The ICO added that it plans to issue Facebook with the maximum available fine for breaches of the Data Protection Act - an equivalent of US$660,000 or €566,000.

The UK's information commissioner, Elizabeth Denham, said she would fine the social network as her office investigates how the data of tens of millions of users was improperly accessed.

Future violations will be able to be punished much more strictly, however: Under GDPR, the EU's new data protection legislation, companies can be fined up to €20 million or 4% of their global annual turnover, whichever is higher.

Facebook has said it will be reviewing the report and responding to the ICO soon. In an accompanying report, Elizabeth Denham, the United Kingdom information commissioner, expressed unease with the "significant shortfall in transparency" from tech companies, political parties and others that harness sensitive bits of information online.

"A significant finding of the ICO investigation is the conclusion that Facebook has not been sufficiently transparent to enable users to understand how and why they might be targeted by a political party or campaign", Denham wrote, according to the Post.

Facebook will get a chance to respond to the proposed penalties before the ICO releases a final decision.

Lawyers have lodged a mass complaint to Australian privacy authorities on behalf of Facebook users caught up in the Cambridge Analytica scandal. It's also about half of what the Spanish data protection authorities previous year extracted from to the firm for privacy failings. The ICO wants parties to undergo compulsory audits of their use of personal data, including the purchase of marketing lists and lifestyle information to help target voters.

Facebook has said that a Cambridge University lecturer named Aleksandr Kogan collected the data legitimately through a personality quiz app but then violated Facebook's terms by sharing the information with Cambridge Analytica, a firm later hired by the Trump presidential campaign during the 2016 USA election.

That's why greater and genuine transparency about the use of data analytics is vital'. "But this can not be at the expense of transparency, fairness and compliance with the law", she said in a statement.

"We have been working closely with the Information Commissioner's Office in their investigation of Cambridge Analytica, just as we have with authorities in the U.S. and other countries".

It has also said that, while it pitched for work with campaign group Leave.EU ahead of the Brexit referendum in Britain in 2016, it did not end up doing any work on the campaign.

The U.K.'s probe adopted a wide lens, focusing not only on Facebook but the ecosystem of players - totaling 172 organizations and 285 individuals - involved in the collection and sale of data about web users for political purposes.
