The epicenter of Monday's quake was just north of Osaka city at a depth of 13 km (8 miles), said the Japan Meteorological Agency.

Eiji Shibuya, 52, said the tremor reminded him of the devastating 1995 Kobe quake, which killed almost 6,500 people.

The prime minister, Shinzo Abe, said the government was assessing the damage and that its priority was to rescue anyone trapped inside buildings.

Train and subway service including the bullet train have been suspended to check for damage to equipment.
