Gov. Rauner proposes restoration of death penalty in IL

Pat Quinn signed legislation that officially repealed the death penalty in 2011.

"Both of those I think are good [messages]", said Sen.

In his version, the bill would bring back the death penalty for murdering a police officer, or two or more people.

Facing a tough re-election bid, Rauner challenged established wisdom by declaring he supports reinstating the death penalty in certain instances.

The proposal is part of a public safety initiative the Governor unveiled in an amendatory veto of House Bill 1468. "These individuals who commit mass murder, individuals who choose to murder a law enforcement officer, they deserve to have their life taken".

However, the proposal states that "If a person is justly convicted beyond all doubt of a crime for which death is deserved by a carefully crafted definition, then the only sentence objectively consistent with the demands of justice is death". "They deserve that." The governor said in order to apply the death penalty, the accused would have to be guilty beyond all doubt.

Leaders of APC in Imo State on Thursday met with Vice President Yemi Osinbajo at the Presidential Villa behind closed doors without Gov.

Rauner on Monday alluded to the concerns his predecessors had regarding innocent people being sentenced to death at trial. None, however, as controversial as the death penalty. In his address Monday, the governor credited work by House Republicans on a public safety task force that included Brady, who indicated support for numerous governor's proposals. IL has seen the harm that a flawed death penalty system can do, all while adding nothing to our public safety. The American Civil Liberties Union of IL urged state lawmakers to reject the governor's proposal in a statement released Monday, saying, "Seven years after IL ended the flawed, racially-biased death penalty in our state, Governor Bruce Rauner today used an amendatory veto to write this ineffective system back into law". It also would ban bump stocks, give courts the power to remove guns from people considered risky and extend the 72-hour waiting period to all gun purchases.

When asked why Rauner hadn't laid out his policy goals when lawmakers were crafting legislation earlier this year, Brady said, "Well, that's a better question for the governor".

In fact, the language in Rauner's amendatory veto would raise the burden of proof on prosecutors.

Democrats pushed back. Senate President John Cullerton of Chicago said in a statement that "the death penalty should never be used as a political tool to advance one's agenda".

James B. Durkin, the Illinois House Republican leader, said in a statement, "Allowing a prosecutor the option to seek the death penalty in the most horrific and brutal of crimes should be the law of Illinois and sends a message that we support those who wear the badge". "It's appalling again in the light of this state's wrongful conviction problem that this would be proposed", said Karen Daniel, director of the Center on Wrongful Convictions.
