Doug Franz previews the NBA Draft Lottery for the Phoenix Suns

Boston Celtics Top 15 Draft Picks of All Time

A nephew's fidget spinner.

On Tuesday, the top three picks in this year's draft will be determined via the lottery system.

Magic senior vice president Pat Williams told the Orlando Sentinel that he is taking an old talking Lil' Penny doll to Chicago's Palmer House Hilton to oversee the proceedings.

Williams will sit in the room where the pingpong balls are drawn.

The Orlando Magic, a franchise with a history (thought not recent) of good fortune in the lottery, will use a remnant of past lottery wins in hopes of beating the odds at Tuesday's event. The team with the highest lottery odds is guaranteed at top four pick and the team with the lowest odds will end up with the 14th pick unless it gets one of the top three picks.

More likely outcomes are that the Magic will obtain the fifth pick (a 26.2 percent chance) or the sixth pick (a 35.9 percent chance).

That's good news for Doug, as he believes there is only one choice for the Suns if Arizona's Deandre Ayton is available.

The Celtics swung a 2017 draft night trade with the Philadelphia 76ers that not only netted them Jayson Tatum, but also set them up to receive the Los Angeles Lakers' 2018 first-round pick if it falls between No. 2 and No. 5.

While other franchises have leapt from the very back to the very front (1985 NY in particular), others have won it multiple times (the Orlando Magic and Cleveland Cavaliers are tied with the most lottery "wins" at three), the Phoenix Suns have yet to hit the jackpot, only coming as close as second place, once.

Since 2013, the Magic have used their own lottery picks to select Victor Oladipo, Aaron Gordon, Mario Hezonja, Domantas Sabonis and Jonathan Isaac. In the three lotteries since, Orlando received the fifth, 11th and fifth picks.
