Senate Propose War Authorization for Militants, But Not Any Nations

The new resolution would not provide congressional authorization for the airstrikes Trump ordered, with coalition forces, in response to an alleged chemical weapons attack against civilians in the Damascus suburb of Douma.

USA senators announced long-awaited legislation on Monday to provide congressional authorization for US campaigns against militant groups in Iraq, Syria and elsewhere, part of a push to take back authority over the military from the White House.

Bellinger - now a senior fellow in worldwide law at the Council on Foreign Relations, a foreign policy research group in NY - said, "Of course, that would not have provided the authority for use of force in Syria or any other country for a humanitarian goal". The president would still retain independent constitutional power to "repel sudden attacks" in case of an imminent threat.

The new AUMF of 2018, sponsored by Sens.

According to a release, the bill would strengthen congressional oversight and transparency and provides the executive branch of the government with updated authorities to fight non-state terrorist groups overseas.

But it is not at all clear the new authorization resolution unveiled Monday, which is expected to focus on military action against non-state actors like the Islamic State, al-Qaida and the Taliban rather than specific countries, would find enough support to pass the House or Senate. "That said, the president has acted outside his power and it is in the interest of Congress to guard their Article I war-making power".

Kansas Republicans excited for Tax Day after federal tax overhaul
America's biggest banks are reporting record profits - thanks to a roaring economy and President Donald Trump's tax cuts. Morgan Chairman and CEO Jamie Dimon said after the release of the earnings report .

With Americans split on Trump's decision to strike Syria, Grayson told the show hosts that the "most effective thing to do [to get their voices heard] is run against a congressman and defeat them". "I'm opposed to doing it in a way that could lead to what happened in 2001".

The new AUMF also does not set an end date for any military action, although it would establish a process for Congress to review the new AUMF every four years, without risking a lapse in the authorization.

Lawfare has a great explainer on what the new bill would do differently from the existing AUMF, which it seems, isn't much. Trump's actions have similarly paralyzed lawmakers.

Sixteen years have passed and at least 37 different military operations have occurred since lawmakers last debated the United States' legal authority to conduct military action overseas. Many are now saying he should seek a separate authorization if he wants to keep troops in Syria for a long period.

The release adds the Senate Foreign Relations Committee has exclusive jurisdiction over AUMFs and is scheduled to debate, amend and vote on this proposed legislation next week. Angus King, the ME independent who caucuses with Democrats, said over the weekend on CNN.
