Macron suggests digital tax to boost EU budget

European Commission Officially Recommends Albania and Macedonia Open EU Negotiations

Addressing the European parliament in Strasbourg, France, Macron said, "I will only support an enlargement when there is first a deepening and a reform of our Europe".

French President Emmanuel Macron has warned that the European Union is in a period of "civil war" between liberal democracies and illiberal democracies.

"Macron is the candidate of those who still believe in Europe", said Christian Lequesne, a professor of European politics at the Paris Institute of Political Studies, or Sciences Po.

He repeated his calls for reform of the eurozone, a digital tax, re-engagement with voters ahead of the European parliamentary elections next year, and moves to protect the continent's sovereignty in areas ranging from copyright to data. France's leader also suggested creating an European Union rapid response force. "No, that simply isn't acceptable", Macron said. "In all our countries there is a split between those who are at ease in the European project, at ease in an open society and open trade, and a part of society that is in distress and angry".

However, after Trump visited France for Bastille Day and both leaders began communicating regularly, their relationship became more benevolent, according to the French leader. "I don't want to belong to a generation of sleepwalkers that has forgotten its own past", he said, a reference to a famous German trilogy of novels by Hermann Broch set before World War I.

Macron was speaking at the invitation of the European Parliament, which has asked leaders of all the member states to give their views on the EU's future following Brexit.

Weber told Macron that Europe welcomed his election, but people should not be divided into good and bad Europeans.

"I would rather we bridged the East-West gap in Europe together".

Loekke Rasmussen wrote on Twitter on Tuesday that "we need Europe to work for the citizens - not the other way around". "We are 28 [members]", he recalled.

With the rest of the European Union and the West having held back from military action, Macron added: "Three countries have intervened, and let me be quite frank, quite honest - this is for the honour of the global community".

Macron is the fourth European leader to have a debate about the future of Europe with MEPs.

The coalition German Chancellor Angela Merkel finally formed has stuck to Germany's reluctance to share financial burdens, defying Mr. Macron's core ambition for a common eurozone budget to boost investment and fight recessions.
