The Senate's top leaders announced Wednesday they have sealed agreement on a two-year budget pact that would shower both the Pentagon and domestic programs with nearly $300 billion above existing limits, giving wins to both GOP defense hawks and Democrats seeking billions for infrastructure projects and combatting opioid abuse.

The deal suspends a 2011 budget law championed by conservatives that set hard caps on discretionary spending and included an automatic trigger known as "sequester" cuts if Congress attempted to bust those spending caps.

The deal would involve a defense spending boost that has been long demanded by President Trump alongside an enhanced domestic programs promoted by Democrats.

"We're hopeful that we'll go ahead and attach those numbers to this, fund the military, not hold it hostage and allow it to come back and have a fairly easy bipartisan vote here in the House", Mark Meadows, the Chairman of the House Freedom Caucus, said.

Taking to the Senate floor, Paul railed against government spending on everything from Afghanistan to misspent funds diverted from school lunch programs, saying both parties are, "spending us into oblivion".

"I think we're working from the same page", he said.

House Minority Leader Nancy Pelosi (D-Calif.) earlier Wednesday said she would not support the legislation because it does not provide protections for the more than 800,000 recipients of the Deferred Action for Childhood Arrivals (DACA) program. "And I hope that we will end up passing something", McConnell said.

But House Speaker Paul Ryan, R-Wis., said he believes there are enough votes in the House to pass the Senate's version of the bill.

The House legislation, introduced on Monday night, would avoid a shutdown after current funding ends Friday.

Senate Majority Leader Mitch McConnell and Senate Minority Leader Charles Schumer announced the budget deal in the House of Representatives. But Democrats mostly voted against it.

"If we have to shut it down because the Democrats don't want safety... then shut it down", Mr. Trump said.
