A passerby recorded a video Monday showing four security guards walking away from a bus stop next to University of Maryland Medical Center Midtown Campus.

Baraka said that he stopped videotaping at some point to call 911 and an ambulance crew came and took the woman back into the hospital.

A top Baltimore hospital executive has apologised after a woman wearing only a gown and socks was discharged at a bus stop at night, in an incident one man who later came to her aid said left him outraged and stunned.

Baraka comments it was just 30 degrees out as he filmed himself leading the woman to a seat at the bus stop. A woman is seen near the bus stop dressed in a gown and socks.

"While there are many circumstances of this patient's case that we can not address publicly, in the end we clearly failed to fulfill our mission with this patient", the hospital said.

The patients usually have financial problems or are uninsured, but in the case of the Baltimore woman, Mr Baraka found the details were unclear.
