Baltimore hospital probes release of thinly clad patient in cold

Baltimore Hospital Employees Filmed As They Were “Patient Dumping”

Recalled Baraka, "I said, 'Are you kidding me, they just dumped her on the curb'".

A passerby recorded a video Monday showing four security guards walking away from a bus stop next to University of Maryland Medical Center Midtown Campus.

Baraka said that he stopped videotaping at some point to call 911 and an ambulance crew came and took the woman back into the hospital.

A top Baltimore hospital executive has apologised after a woman wearing only a gown and socks was discharged at a bus stop at night, in an incident one man who later came to her aid said left him outraged and stunned.

Baraka comments it was just 30 degrees out as he filmed himself leading the woman to a seat at the bus stop. A woman is seen near the bus stop dressed in a gown and socks.

"While there are many circumstances of this patient's case that we can not address publicly, in the end we clearly failed to fulfill our mission with this patient", the hospital said.

The patients usually have financial problems or are uninsured, but in the case of the Baltimore woman, Mr Baraka found the details were unclear.

It wasn't immediately clear what happened to the woman after she was driven back toward the hospital.

Of note, the Emergency Medical Treatment and Labor Act, a federal law mandates anyone coming to an emergency department to be stabilized and treated, regardless of their insurance status or ability to pay. A year ago, according to the Las Vegas Review-Journal, former patients at a state-run hospital in Nevada filed a federal lawsuit after they and others were allegedly placed on Greyhound buses and sent out of state.

The city of Los Angeles began a crackdown on hospital dumping about a decade ago after several incidents there, particularly along Skid Row, where numerous city's homeless people live.

A Baltimore hospital said it was investigating Wednesday after video posted online showed an apparently incapacitated woman put out in the cold wearing nothing but a hospital gown. One of the men later says, "Due to the circumstances of what happened". "Are you okay? Do you need me to call the police?" 'This unfortunate event is not representative of our patient-centered mission.

"'UMMC will be known for providing high value and compassionate care, improving health in Maryland and beyond, educating future health care leaders and discovering innovative ways to advance medicine worldwide, '" he wrote, quoting the medical center's vision. 'You can do better.

Hospital officials said they are still working to determine how to respond. The hospital said it is evaluating an appropriate response, "including the possibility of personnel action".
