Andre Rodriguez, 62, a caseworker at one of the city's shelters, said he heard an explosion shortly before 7.30am.

While officials are investigating the explosion as a terrorist attack, officials say Ullah had no direct affiliation with the so-called Islamic State.

The officials spoke to The Associated Press on condition of anonymity because they were not authorized to speak publicly about the incident.

The bomb rattled a city still scarred by the devastating September 11 attacks, and a truck attack in October that left eight dead on a bike path.
