Suspected bomber Akayed Ullah

Andre Rodriguez, 62, a caseworker at one of the city's shelters, said he heard an explosion shortly before 7.30am.

While officials are investigating the explosion as a terrorist attack, officials say Ullah had no direct affiliation with the so-called Islamic State.

The officials spoke to The Associated Press on condition of anonymity because they were not authorized to speak publicly about the incident.

Akayed Ullah, a 27-year-old immigrant from Bangladesh, recalled a Christmas attack in Europe in 2016 and said he was also retaliating for U.S. airstrikes on IS in Syria, law enforcement officials told the New York Times.

Alicja Wlodkowski, 51, said that she had been in a restaurant inside the Port Authority when she suddenly saw a crowd of people running.

Type of device: Ullah wore an "improvised low-tech explosive device attached to his body", which he intentionally detonated, Police Commissioner James O'Neill said.

The bomb rattled a city still scarred by the devastating September 11 attacks, and a truck attack in October that left eight dead on a bike path.

The explosion took place in Midtown at an intersection near the Port Authority Bus Terminal on Monday morning. Once inside the bus terminal, she heard people yelling to get out of the building.
