The Prime Minister told MPs: "We were very clear that we won't commence any statutory instruments until that meaningful vote has taken place".

A European Parliament spokesman stressed that Wednesday's vote is not an indication of whether or not the European Parliament will give its consent to the final withdrawal deal, on which it holds a veto.

The vote took place a day before European Union leaders are expected to sign off on an agreement reached last week by Prime Minister Theresa May and Commission President Jean-Claude Juncker on the first phase of the talks - known as the joint report.

Former minister Mr Penrose said: "As it stands at the moment I don't think that the words that they have got in this Bill is passing the sniff test for an terrible lot of us in this room".

He also hit back at former Tory leader and Brexiteer Iain Duncan Smith, who accused Mr Grieve of "grandstanding" over the bill. Mr Davis's comment that the deal agreed by the Prime Minister and European Commission president Jean-Claude Juncker on the issues of citizens' rights, the Irish border and the UK's £39 billion divorce bill amounted to a "statement of intent" rather than a binding agreement has angered prominent MEPs.

The European Commission has issued a notice to flight operators warning that United Kingdom carriers could be prevented from flying in EU airspace in March 2019 if no Brexit deal is reached.

European Union leaders are nearly certain to judge on Friday that "sufficient progress" has been made on the rights of citizens, the Brexit divorce bill and the Irish border to allow negotiations to move to the next phase.
