North Korea is United States problem but China's 'leverage'

China, North Korea's ally, has in the past sought to block any discussion on human rights in North Korea, arguing that the Human Rights Council in Geneva was the forum for those concerns, and not the Security Council.

This does not mean acceptance of the Chinese/Russian "freeze for freeze" proposal which swaps North Korea missile/nuclear tests for a halt or reduction in U.S. military exercises.

Donald Trump's frustration with China was clear.

The North said the weapon could land anywhere in the continental United States, and France said Europe was also in striking distance.

Explaining the importance of an oil embargo, she said that when China cut off oil supplies to that country in 2003, Pyongyang came to the negotiating table. "We have said a few times that the sanctions pressure has in fact exhausted itself", he said.

The missile launch was a more advanced missile compared to the Hwasong-14 which North Korea tested back in July.

"The Chinese Envoy, who just returned from North Korea, seems to have had no impact on Little Rocket Man", Trump said, in a tweet, using his favorite term of abuse for the North Korean dictator.

Haley's remarks followed Pyongyang's latest ballistic missile test.

The US has warned that North Korea's government will be "utterly destroyed" if war breaks out.

"The Democratic People's Republic of Korea is ready to conduct negotiations with the U.S.in conditions of parity and with Russia's participation as a third party", Vitaliy Pashin, a member of the Russian parliamentary delegation told state news agency Itar-Tass.

Pashin told the Interfax news agency that the North Korean regime believes it has achieved its goal of "becoming a nuclear country,". What Pyongyang really wants, and increasingly needs, is economic assistance and a lifting of sanctions, so Kim can deliver on his Byungjin promise of nuclear weapons and economic development.

The Security Council met Wednesday at the request of the United States, Japan and South Korea to consider next steps after three rounds of sanctions adopted in the past year failed to change North Korea's course. China's Deputy Permanent Representative Wu Haitao in effect rejected any new sanctions suggested by Haley, saying that Beijing was committed to finding a diplomatic solution.

But Beijing fears that taking tougher actions could cause the regime to collapse, triggering a refugee crisis across its border with the North and eliminating a strategic buffer separating China from the United States military in South Korea. It may also set Washington up for a fool's choice if we fail to understand Pyongyang's logic and ultimate end game. Its "compromise" will be to forego its threatened atmospheric nuclear test, which Pyongyang understands would completely galvanise the global community against North Korea.
