Twitter says it won't take down a controversial weekend tweet from President Donald Trump - the tweet North Korea's Foreign Minister Ri Yong Ho described as a declaration of war.

Despite the increased tension, the United States has not detected any change in North Korea's military posture reflecting an increased threat, the top U.S. military officer said on Tuesday.

Trump also blamed the problem of North Korea's nuclear program on his predecessors.

"This further advances our strategy to fully isolate North Korea in order to achieve our broader objectives of a peaceful and denuclearized Korean peninsula", US Treasury secretary Steven Mnuchin said in a statement.

Regarding heightened tensions on the Korean Peninsula over the recent escalation in rhetoric between Trump and North Korean leader Kim Jong-un, McMaster said the USA wants to avoid war with the North but can not discount that possibility.

He acknowledged that every military option assumed a reaction from North Korea that endangered South Korean citizens, adding it's "foremost in our minds".

Both defense officials said that the United States maintains sufficient aerial surveillance and radar capability in the region to know if any military aircraft take off from North Korea.
